On July 29, 2026, during the auspicious Guru Purnima celebrations, The Supreme Pontiff of Hinduism Bhagavan Sri Nithyananda Paramashivam delivered an Executive Proclamation establishing Abhayam Sarvabhūtebhyoh, a global initiative to create sovereign safe zones dedicated to the protection of persecuted peoples worldwide. The announcement was made during a grand celebration with participation from over 80 countries, attended by more than 200,000 devotees, disciples, volunteers, KAILASA's Ministers, and Members of Parliament, and streamed live across over 130 networks globally.

Abhayam Sarvabhūtebhyoh provides immediate humanitarian refuge, sustenance, and community to persecuted populations, indigenous communities, and displaced persons, without distinction as to race, religion, caste, gender, or nationality. In delivering the Proclamation, The Supreme Pontiff stated: "By offering refuge, I extend the enlightenment ecosystem of KAILASA, wherein each being is recognized and treated as Paramashiva. I hereby proclaim absolute refuge and protection for all beings. This is my Guru Purnima blessings to humanity."

The Proclamation addresses six converging global crises identified by The Supreme Pontiff: displacement, economic insecurity, educational deficit, public health, food insecurity, environmental degradation, and spiritual displacement. According to UNHCR, over 120 million people are forcibly displaced worldwide, the highest figure ever recorded. The World Bank reports that nearly 700 million people live in extreme poverty on less than $2.15 per day. UNESCO indicates over 770 million adults lack functional literacy. The U.S. Surgeon General's 2023 Advisory identifies chronic loneliness as a mortality risk equivalent to smoking 15 cigarettes daily. The FAO reports that one-third of global food production is lost or wasted while more than 700 million people experience hunger nightly. The FAO also reports annual forest loss exceeding the land area of Portugal, and 8 million metric tons of plastic entering marine ecosystems each year. Additionally, Pew Research Center reports that over 1 billion people now identify as religiously unaffiliated.

Under the Proclamation, KAILASA will provide humanitarian assistance including shelter, food, and housing through KAILASA diplomatic missions and monasteries. Education will be delivered through the re-establishment of the Gurukul model, offering holistic instruction in sciences, wellness, agriculture, and the arts, open to all ages. Psychosocial support will be provided through community-based programs centered on belonging and emotional restoration. Rule of law and governance will be administered grounded in Dharma, with protection of vulnerable populations as the primary metric of governance. Freedom of religion or belief is guaranteed under Article I of the Constitution of KAILASA. Environmental stewardship initiatives will include organic agriculture, reforestation, and animal welfare through a Goshala-based sustainable economy.

Concluding the Proclamation, The Supreme Pontiff affirmed: "I make this vow before all. As the living embodiment of Paramashiva, KAILASA shall serve as permanent refuge for every persecuted being." This initiative underscores KAILASA's commitment to humanitarian service and its role as a sovereign nation for Hindus, dedicated to the revival of Sanatana Hindu Dharma and the delivery of humanitarian, educational, and environmental programs globally under the guidance of The Supreme Pontiff. The establishment of this network has significant implications for addressing global crises and providing a model for refuge based on spiritual and ethical principles.
