David Hann Appointed Minnesota Co-Chair for U.S. Term Limits

U.S. Term Limits announced on September 23, 2026, that former Minnesota Senate Minority Leader David Hann has agreed to serve as Minnesota State Co-Chair for the organization. Hann, a four-term state senator and former Senate Minority Leader, will help lead the effort to enact term limits on members of Congress. His appointment adds significant political and organizational experience to a nationwide campaign aimed at passing a constitutional amendment.

In accepting the role, Hann emphasized that public office should be about service, not careerism. "Public office should fundamentally be about service," he said. "Our system of government works best when elected officials remember that they are accountable to the citizens they represent." He added that Washington has become dominated by career politicians who remain in office for decades, and that term limits would create greater opportunities for new leaders, new perspectives, and citizen legislators to serve. Hann also argued that term limits would help ensure elected officials remain connected to the people rather than becoming entrenched in Washington.

Hann's commitment to the issue is long-standing. He signed the U.S. Term Limits pledge supporting an amendment to term limit members of Congress, a signing that U.S. Term Limits announced in March 2026. His new role as co-chair signals a deepening of that commitment and positions him as a key advocate in Minnesota, a state where lawmakers have already introduced resolutions supporting an Article V convention to propose a congressional term limits amendment. Those resolutions include HF4305 and SF4651 during the 2026 legislative session. Hann joins Reed Olson, who currently serves as Minnesota State Co-Chair.

Philip Blumel, President of U.S. Term Limits, praised Hann's appointment, citing his extensive background. "David brings an extraordinary depth of experience in public service, the private sector and state government," Blumel said. "He understands both the responsibilities of elected office and the importance of ensuring government remains accountable to the people. His leadership and knowledge of Minnesota will be tremendous assets as we work to advance congressional term limits in the state."

Hann's career spans multiple sectors. A graduate of Gustavus Adolphus College with a degree in religion, he also pursued graduate study at the University of Chicago Divinity School. While in college, he volunteered for service in the U.S. Army and later served a tour in Vietnam. After completing his education, he built a long career as a senior executive with a food manufacturing and distribution company. He was elected to three terms on the Eden Prairie School Board before winning a seat in the Minnesota State Senate, where he served four terms. During his tenure, he served on the Education, Judiciary and Finance committees and chaired the Health and Human Services Committee. In his final term, his Senate colleagues elected him Minority Leader, and he led the Republican Caucus to the majority in the 2016 election.

After leaving the legislature, Hann served for three years as executive director of the Minnesota Association of Townships, resigning at the end of 2020. He was subsequently elected twice as chairman of the Minnesota Republican Party, serving through the end of 2025. His broad experience in government, business, and civic leadership is expected to bolster the term limits movement in Minnesota.

The push for congressional term limits has gained traction across the country, with U.S. Term Limits describing itself as the nation's largest grassroots advocacy organization dedicated to establishing term limits at all levels of government, particularly for the U.S. Congress. The organization works with citizens and lawmakers to advance constitutional reforms that increase accountability, encourage citizen legislators, and restore trust in government. Hann's appointment could energize local supporters and pressure state lawmakers to act on the proposed resolutions. For readers, the development highlights ongoing efforts to reshape the federal legislature, a change that would require a constitutional amendment and could fundamentally alter the composition and longevity of Congress.
