Florida's Stricter HOA Audit Rules Put Self-Managed Boards on Notice

Florida has tightened financial accountability rules for homeowners associations, and self-managed boards that have relied on annual member votes to waive full audits may now be out of compliance with state law. Under the updated requirement, associations with annual revenue above approximately $500,000 can no longer waive their annual full audit every year; a waiver is available only every other year. A full audit, which can cost between $7,000 and $12,000 for a medium-sized association, must now be conducted at minimum every other year, regardless of whether the membership votes to waive it. A compilation or review may still satisfy the off years, but the full audit can no longer be deferred indefinitely through annual member votes.

Clayton Thompson, co-founder of HOA Start, a software platform built for self-managed associations, sees the change as part of a broader pattern of Florida raising expectations for HOA governance — with volunteer boards often the last to find out. “Florida is making these types of platforms mandatory because there needs to be a system of record where people can log in and review the financials,” Thompson said. “The boards that are behind on this aren’t bad boards. They just haven’t had anyone tell them the rules changed.”

The practical implication for boards is immediate: the audit cost needs to be budgeted for, whether or not it falls in the current fiscal year. Communities that discover mid-year that a full audit is required — and have not set aside the funds — face a gap that either comes out of reserves or requires a special assessment. The audit rule sits within a wider set of Florida transparency obligations under Florida Statutes 720 and 718, which also require HOAs to maintain accessible records online and to produce documents in response to formal homeowner requests within defined timeframes. For volunteer boards managing records across personal laptops, shared drives, and email inboxes, those timelines create real operational strain.

Thompson describes the records request scenario in practical terms. A homeowner files a formal request. The board needs to respond within the statutory window. The question is whether the right people know where the documents live — and whether they can get to them without depending on whoever created the file originally. “When there’s a system in place and someone requests a document, you have confidence within your board to be able to say, I know where that lives,” Thompson said. “It’s as simple as that. You go get it and send it off. That’s gaining trust.” The strain, he argues, is not usually about unwillingness to comply. It is about infrastructure. A board managing its records informally is one resignation, one illness, or one hard drive failure away from not being able to produce what the law requires on the timeline the law sets.

Beyond individual requests, Thompson points to the value of a documented decision trail for boards facing homeowner challenges. When a board has consistently recorded its decisions, meeting minutes, and approvals in a central system, it can demonstrate a track record of good-faith governance that stands on its own. “You can go back and say, we’ve consistently said this,” he said. “Here’s the board meeting from a year ago. Here’s the one from last quarter. We’ve made the same decision every time this has come up.” For self-managed boards working toward audit readiness and records compliance, HOA Start’s platform centralizes financial documents, meeting minutes, payment histories, and homeowner records in a single accessible system, with integrated bookkeeping services available for communities that need professional financial support alongside the software.
