Hong Kong Science and Technology Parks Corporation (HKSTP) has signed three memoranda of understanding (MoUs) during FinTech Week x StartmeupHK Festival 2026, held from 2 to 3 November, aiming to accelerate AI-enabled finance and expand global market reach for local tech ventures. The agreements, announced at the HKSTP Pavilion, involve a strategic partnership with Visa and two collaborations between park companies and industry players.
The first MoU, between HKSTP and Visa, focuses on three areas: AI-enabled and agentic commerce, digital payment adoption and use cases, and engagement initiatives. By expanding combined networks in the banking, financial services, and insurance (BFSI) sector and the innovation and technology (I&T) ecosystem, the partnership is expected to accelerate fintech developments in Hong Kong. Terry Wong, CEO of HKSTP, stated, "Collaboration across industries and sectors has always been central to what we advocate. This signing represents not only a strategic partnership, but a testament, at the same, to our expanding network supporting the growth of tech ventures, and a reflection to our continued commitment in advancing the city's I&T landscape." Paulina Leong, General Manager of Visa Hong Kong and Macau, added, "HKSTP has built a vibrant ecosystem that gives start-ups the environment to innovate and grow, we can bring Visa's global network, technology and expertise to help innovators turn promising ideas into trusted, real-world solutions and scale them to markets around the world."
The second MoU was signed between park company Fill Easy and AIR by Animoca Brands, a known fintech entity, to pursue qualifying for trust service provider status under the EU's eIDAS 2.0 framework. The third agreement, between AIVI Technologies and CASH Group, launches AI-powered thematic index solutions on CASH Group's trading platform Quantphemes, with the CASH Quant Finance Lab operated within the ecosystem as well.
Beyond the signings, the two-day event featured panel discussions on fintech development and AI & DeepTech applications, bringing together industry leaders, ecosystem partners, and policymakers. Twenty park companies showcased innovative solutions spanning Wealth & RegTech, Web3 & Digital Assets, Life & Health InsurTech, and GreenTech, all incorporating AI. These showcases, along with business matching sessions, aimed to solidify Hong Kong's role as a connector of sectors and markets.
The implications of these agreements extend beyond the event. The HKSTP-Visa partnership could accelerate the adoption of AI-driven payment solutions and agentic commerce, potentially transforming how businesses and consumers interact with financial services. The Fill Easy-AIR collaboration may open doors for Hong Kong fintech firms to access the European market by meeting EU trust service standards. The AIVI-CASH Group initiative could democratize access to sophisticated AI-powered investment tools, enhancing market efficiency. For readers, these developments signal growing opportunities in Hong Kong's fintech sector, which continues to attract global players and foster innovation.
