After more than 40 years in the transportation industry, Kevin Comstock is making the case for a fundamental shift in how advanced transportation systems are managed. In his new book, Systems Stewardship: A Practitioner's Blueprint for Advanced Intelligent Transportation Systems, Comstock argues that transportation engineering must move beyond delivering individual projects and embrace a lifecycle approach connecting technology, operations, institutions, and public purpose.

The book draws on Comstock's decades of experience across intelligent transportation systems (ITS), traffic operations, systems engineering, technology integration, and agency leadership. It identifies six divides that often separate policy from operations, projects from long-term responsibility, physical infrastructure from digital systems, and data from decision-making.

At the center of Comstock's argument is his Hybrid "V" framework, a practical approach for defining needs, understanding systems, designing for operations, testing, governing change, measuring performance, and sustaining capability over time. The framework is grounded in eight case studies from Chattanooga's smart-city work, including smart corridors, AI and LiDAR-based pedestrian analytics, crash prediction, digital twins, and traffic incident management.

The book provides a shared vocabulary and practical framework for turning innovation into transportation services that endure beyond the project. This matters because transportation agencies increasingly deploy complex technologies—such as adaptive signal systems, fiber and wireless communications networks, and regional operations planning—without always considering how these systems will be governed, maintained, secured, and renewed over their full lifecycle. By focusing on stewardship rather than just deployment, Comstock offers a roadmap for agencies to avoid stranded investments and ensure that technology actually improves mobility and safety.

Comstock's career spans field maintenance, traffic operations, local agency leadership, state DOT program experience, consulting, training, and advanced transportation systems planning. He began his career working with signal cabinets, controllers, communications equipment, detection systems, and the practical realities of keeping transportation infrastructure operating under real conditions. That experience shaped his view that transportation systems cannot be understood only from plan sheets, specifications, or dashboards. They must also be understood through the people who operate them, the technicians who maintain them, the agencies that govern them, and the public that depends on them every day.

Over the course of his career, Comstock has led and supported major ITS and Transportation Systems Management and Operations (TSMO) efforts involving traffic management centers, adaptive signal systems, fiber and wireless communications networks, regional operations planning, systems engineering documentation, Concept of Operations development, requirements definition, training programs, and transportation technology deployment. His work has included projects for state departments of transportation, local governments, transit agencies, toll authorities, and regional partners.

He currently serves as Director of ITS & TSMO within the Technology and Innovation sector at KCI Technologies. In that role, he supports agencies and project teams in developing practical, maintainable, and future-ready transportation systems that connect infrastructure, data, communications, cybersecurity, operations, and institutional responsibility.

The implications of Comstock's work extend beyond any single project. As public agencies face pressure to modernize infrastructure while managing limited budgets, a lifecycle approach could help ensure that investments in smart corridors, digital twins, and AI-based analytics deliver lasting value. The book's emphasis on governance, operations, and maintenance also highlights the need for workforce development and institutional change—areas that are often overlooked in technology-focused initiatives.
