In a historic move, U.S. states and Meta have reached an agreement that introduces new safeguards for teenagers on social media platforms, addressing growing concerns about youth mental health. The agreement, announced this week, is being hailed as a milestone in the ongoing effort to protect young people online.

The need for such measures is underscored by recent data from the Pew Research Center, which shows that 92% of teens use YouTube, 68% use TikTok, 63% use Instagram, and 31% use Facebook. Furthermore, 21% of teens report using TikTok almost constantly, and 17% say the same about YouTube. These statistics highlight the pervasive role of social media in the lives of young people and the urgency of implementing protective measures.

The agreement introduces several key protections for teens. Time limits will be implemented to prevent overexposure to social media, encouraging more time for activities like after-school sports and clubs. Message alerts will be prohibited during school hours and overnight, helping kids maintain focus and ensuring uninterrupted sleep. Additionally, teenagers and parents will have the option to turn off autoplay and algorithmic recommendations in teens' feeds, and likes will automatically be hidden, which is expected to reduce anxiety related to social comparison.

Glen Weiner, Executive Director of the Coalition to Empower our Future, emphasized the significance of these changes. "The safeguards for young people in the agreement represent important components of a comprehensive approach to youth wellbeing," he said. "These changes will make a real difference in broader efforts to protect kids online."

The agreement is a response to the widespread concern among parents and educators about the impact of social media on youth mental health. Factors such as heightened academic pressure, family dynamics, lack of social connection, and the overuse of devices are contributing to a mental health crisis among young people. According to the Coalition's latest survey, more than eight-in-ten voters and nearly nine-in-ten parents agree that young people should be taught how to use emerging technologies safely and responsibly. The survey also found strong support for online safety lessons for students (84%), digital wellness guides for parents (85%), and media literacy training for teachers (87%).

While the agreement is a significant step forward, experts note that it is not a complete solution. "The reforms reached between the states and Meta still require others to join; otherwise, kids will simply migrate to the apps with the fewest safeguards," Weiner warned. He called on all other social media platforms where young people spend their time to adopt similar safeguards.

The agreement opens the door to broader industry-wide changes, but there is still much work to be done. Investing in mental healthcare, normalizing conversations about mental health, teaching digital literacy in the classroom, and increasing opportunities for after-school programs are all essential components of a comprehensive approach to youth wellbeing. As Weiner put it, "It is essential that we build on this momentum and continue our work toward a comprehensive approach to youth wellbeing. There is no higher priority than protecting kids and helping them thrive in the modern world."
